The window level was being encoded as "15".

I've corrected it in Vespucci and verified that it's no longer being produced improperly in .gorm.

Gorm will now correct on load any files which have this problem and report it to the user, if the repair on load checkbox is selected in preferences.

I'm going to close this bug, since I can't reproduce it with the current version of Gorm or the last two releases.

Which window level is the window using? Is this the correct one and what behaviour would be expected for that window level?

Interestingly if, in Gorm, you save the thing as a nib, close the document, and open the nib, the problem goes away.

To me that says that the issue is with decoding the window level stored in that Gorm file:
Perhaps window level encoding/decoding in the gui has changed in some way (when it really shouldn't have) so that an old Gorm file doesn't work properly, or perhaps that particular Gorm file is just corrupt?

Steps to reproduce:

1) compile the Vespucci application in GAP
2) open it
3) Bring up either a GS or non-GS application
4) attempt to focus window above Vespucci app window.

RESULT: Vespucci remains on top.
EXPECTED: Should be moved to rear

Further Information: This was tested on art and xlib, additionally, this happens with I load the VEDocument.gorm file into Gorm and do test interface. This indicates that it is NOT an issue with Vespucci, but is something in GNUstep.
