The code already has provision for an unknown language (substituing it by verbatim) but still throws a drastic FAILED. If we comment out that FAILED we can close that bug.

TeXmacs 1.0.1.4 comes with internal support for 'american' language. That will fix the symptom.

The language "american" probably comes from a debianized
texmacs. I have patched texmacs to add an "american"
language. This also explains why I couldn't reproduce
the error on my machine.

Anyway, texmacs shouldn't crash on an unknown language
(or even on a malformed texmacs document, for that matter)

I tried here with TeXmacs 1.0.1 (compiled w/ optimizations, but considering the provided error message I do not think that is relevant).

It crashed right away with the error message:

The language was american

Fatal error: unknown language in 'text_language'

The document can be recovered by removing the line '<associate|language|american>'.

But there is something to fix in TeXmacs anyway. Since that is quite an annoying problem, I bounced it to "Critical" severity.

I just tried with texmacs 1.0.1, compiled with gcc 2.95
without optimizations. I could not reproduce the bug here.
