RFC 4217 also allows FTP clients to downgrade connections to plaintext, for the purpose of enabling active firewalls to interpret the data and respond accordingly. Support for this should also be included, perhaps in the form of specifying which commands should always be issued in plaintext.

Support should provide a (potentially per-host) configuration option to either decline, prefer, or require upgrading connections to TLS before proceeding.

Support for TLS upgrading would also require recognition and compliance with server demands to upgrade connections to TLS.
