I don't see how this could be possible. A .properties file is
a dictionary mapping a string to a string. I.e. the key is a
string, not a pair (string, number). If you want a ResourceBundle
that has additional API for plural forms, use the program
msgfmt: "msgfmt --java" or "msgfmt --java2".

The generated ResourceBundle code seems to fail gracefully when the message bundle is not a gettext bundle, so it would be useful to generate properties files without the proper plural handling.
