Your report was relative to Make 3.81, and the diffs are relative to that version. I don't track the CVS, and am not even sure it compiles on Windows.

Please, let's continue discussing this on one of the Make mailing lists (make-w32@gnu, make-alpha@gnu.org, bug-make@gnu.org).
