bug #20372: Various options should be configurable by host

Tue 17 Jul 2007 01:54:10 AM UTC, comment #1: This is a general issue involving much more than -I and -X; at least -A and -R; but really, we need to be able to target as many options as possible at specific hosts and/or paths (via regex?); ideally, we'd also be able to say, "this applies to every host except example.com".
