For me, %G expands to the local time, not GMT as documented. The calls are made to mktime or timelocal, and not to timegm in lib/users_gram.c, so this seems to be the case.

I've worked around it by setting TZ=GMT in the startup scripts for GNU Radius, but it's a hack at best.
