The change you propose would cause make to not behave properly in other circumstances. For example, it's a long-standing (and very commonly used) tactic to decide to not update a target when a rule is invoked (perhaps a commonly-used header file didn't change, etc.)--in this case make does not rebuild the targets that depend on the "unchanged" target.

The problem you are running into is a natural consequence of (a) make relying solely on filesystem timestamps to determin "out of date" status, and (b) some filesystems only recording timestamps with a 1 second granularity.

A future enhancement planned for GNU make is to allow it to be "stateful", and store information about previous builds; then that information could be used to get much more accurate "out of date" information.

However, in the short term your only options are to (a) continue to use your patch, if it works for you (but it will not be integrated into the GNU make distribution), or (b) find another filesystem which records timestamps with a sub-second granularity (most modern filesystems do this, but depending on your OS you might not have one available).
