Grep not matching accented characters is not only a problem in Arabic with Tashkeel signs, but also in many European languages with diacritical signs. One would like to have an option to ignore any of those signs so that the following command outputs five lines instead of just one:

Indeed, this is a very good request. For example I have a text file that contains the following lines:
english
énglish
énglish
ènglish
ĕnglish
ênglish
when I search "english" with grep, I need it to show me all the lines.
the grep that I use (from gnuwin32) doesn't have options like "--ignore-marks" or " --ignore-diacritics"
grep english file.txt
