This has been fixed, hasn't it? I can't find anything in ChangeLog, but it installs in ~/.mozilla/plugins for me.

Yes, I also noted .mozilla/plugins didn't exist in my system, while .firefox/plugins did exist. Nonetheless, the plugin was only loaded from the .mozilla/plugins and not from the .firefox/plugins.

This is to say, briefly, that I think .mozilla/plugins should be created and used.

Beside that, installing as root would not be a problem either.
If a user wants to install just for herself she'd use --plugin-dir,
but the default should system-wide (like 'gnash' is installed in a system bin dir)

I don't see any harm in creating ~/.mozilla/plugins. Firefox will look there. And so will other Gecko-based browsers.

Just because Firefox is included doesn't mean it's installed. And just because it's installed doesn't mean it's used. Epiphany, for instance, doesn't look in ~/.firefox/plugins.

If .mozilla doesn't exist, then the plugin has to go in the .firefox directory. I guess we could create the ~/.mozilla directory, but this doesn't exist on all systems that ship Firefox, so the current behaviour seemed best,

Yes, this was intended to work on multiple systems. On some distributions the plugins work just fine in ~/.firefox, and on others, it doesn't seem to work at all. We can't install it in the official location of /usr/lib/mozilla/plugins, because then it can only be installed as root.

I see that .mozilla/plugins is used if the directory exists at ./configure time. Instead, .firefox/plugins is the fallback in case the above doesn't exist.

Rob, was this intended to work on another distribution ?

I confirm I had to manually move the libgnashplugin.so from .firefox/plugins (the default install target) to .mozilla/plugins for it to be automatically loaded by the firefox distributed in Ubuntu Feisty.

Any other contrary experience ?
