This behavior change was in coreutils 5.3 (dated 2005-01-08) and was for compatibility with BSD and POSIX. To get the behavior you prefer, use chown -h. On BSD systems, chown has followed symlinks for quite some time.

In atleast 5.97 chown now works on the target of a symlink rather than a symlink. This has NEVER been the case with any version of chown. This leads to unexpected results on GNU systems as even on GNU systems chown hasn't functioned like this. Bug was discovered in Debian coreutils 5.97-5.3, marked and reported as such by myself.
