No. Windows ME isn't supported, since it isn't supported by the underlying graphical engine(gtk).

I've set all the fonts to Tahoma (Western), but I get the same error message.
I'm using Windows Me, in particular. Does GnuBg (or the GUI anyway, the CLI works) not support Me?

I'm sorry I missed the point. Your problem is that you don't run windows 2000 or xp.
You could try this approach taken from the gimp faq:
- Go to Start►Settings►Control Panel►Display properties►Apperance tab(►Advanced if you're on Windows XP/2003), and set all fonts to Tahoma (or any other TrueType font)

I've tried renaming the GTK folder (rather than renaming the individual files - there are a lot), but I'm still getting the same error. I'm not sure why you think that would work, as the GTK dlls are more recent than the ones installed with gnubg.

try renaming the dll files outside the gnubg directory and see if that helps.

Thanks for the correction. With the *s, I got quite a few files. They did seem to be out of date (from 2006), but I've tried the most recent version of the gtk runtime environment (2.10.7), and still get the same problem.
Doing a search for pango.dll gives files in the gnubg installation dated 11/11/2006, and the GTK installation dated 27/12/2006.
Searching for gtk.dll gets 4 files, 2 from the gnubg installation, dated 12/11/2006, and 27/09/2004, and in GTK with dates of 09/01/2007 and 27/09/2004.

I've tried searching for gtk.dll and pango.dll, and neither file is there. I'm not sure where to get a new version of gtk from. I've installed the Gtk+/Win32 Development Environment 2.8.18-1 (see the link here: http://www.gnubg.org/index.php?itemid=50), but that doesn't seem to come with these files, or solve the problem. Is there another version of gtk for use with the binaries (which I'm using), rather than compiling from source?

It is possible that you have some old version of gtk in your windows system library. Try searching for pango.dll and gtk.dll on your computer.

When I try to play the GUI version of the program, I get the following error messages (attached), and the program shut down. The command line version works without problems.
The version is 0.16-devel (code snapshot 20070306) - This version is not displayed as a option in the drop-down menu.
