According to the gstreamer developers the problems is that the ffmpeg mp3 decoder is bad, quality wise. Having a legal and better alternative probably doesn't accelerated any effort to get ffmpeg to fix it.
So if people want audio and video support with gstreamer, they'll need to install mad or fluendo-mp3, and ffmpeg. It's sad for sure, but unless we want to start hacking ffmpegs mp3 decoder that's how it is.

I think the main issue of ffmpeg vs Gstreamer may be cause the Gstreamer MP3 support is considered "legal", and the ffmpeg one is not. I don't know about the quality issue, but libMAD is fine for just MP3. We don't want to have to use libMad, ffmpeg,and Gstreamer all at the same time if we can avoid it.

A small typo: fluendos mp3decoder works with streams since version 0.10.4.

Bad news and good news!

The bad: The people at #gstreamer tells me that ffmpeg's mp3 decoder is bad and evil, and shouldn't be used. They suggest using mad or fluendo.

The good: Fluendos plugin does as of version 0.10.2 support audio mpeg 2.5 as used in flash soundstreams :D

Anyway, i've "fixed" this bug by removing the use of the ffmpeg mp3 decoder. If the fluendo plugin is used it's checked if the version is ok, and if not a warning is printed.
