OK, I make it legal to have an include/-include/sinclude with no arguments. No error message is printed.

It seems a very useful behavior to me.
There are cases where one would want to skip included files.
For example:
include $(DEPEND_FILES)

make DEPEND_FILES=

Given a makefile like:

include

make complains about the missing argument, but continues rather than exiting with a failure. On the other hand, if there is a filename given but the file doesn't exist, make will fail.
