I don't know whether the thing with the indentation is intended or not, but: Type a blank character right at the beginning of the theorem environment, then insert the <enumerate>. You get it in a new line.

As to the problem with

<\theorem>
<indent-left|3fn|foo>
</theorem>

What you might want to do is:
<\theorem>
<hspace|3em>foo
</theorem>

This indents the contents of the first line inside the theorem.

The problem is clear, yet I do not know how to resolve it:

If an enumeration occurs in the first line of a theorem, the word "Theorem" belongs to the same paragraph as (the first paragraph of) the enumeration. Enumeration uses indent-left which in turn uses par-left to set the left margin of its paragraph and thus affects the word "Theorem" as well.

Is there a workaround?

The snippet

results in extra indentation before the Theorem instead of between Theorem and foo.

This occurs also in 1.0.6.6 and with all major styles.

Note: The indentation is before the word "Theorem".

If the body of a Theorem (or similar environment) starts immediately with an Enumerate (or similar) then the Theorem begins with a big indentation.
Problem occurs in "article" style.
