This behavior is as documented; see the reference to -q in this section (7th paragraph):

I find this behavior mysterious. Is this a bug or intentional?

% cat Makefile
Makefile: x
@echo foo
% make -q
make: *** No rule to make target `x', needed by `Makefile'. Stop.
% touch x
% make -q
foo
