(uint,int) is replaced by (uint,uint) before operator lookup using Constant coercion,.

Just to elaborate a bit, the type of (uint) a is uint, and the type of the constant 16 is int. So the compiling is trying to decide which version of the * operator to use. Based on the discussion in ECMA 14.4.2.2 ff, it seems that * (uint, uint) is a "better function member" than * (long, long) since the first operand already has type uint, and the constant 16 is implicitly-convertible to uint.
