The M-x command should be closer to the behaviour in emacs.

It shoulde be restricted to evaluating "action" functions (interactive functions in emacs parlance), that means parameterless function which can meaninfully be used as GUI action.

Also, it should provide tab-completion for command names.

One great related feature in emacs is the partial-completion-mode.
