Perform check of loaded bundles prior to call to loadPalette: if it is loaded, but not in the defaults, simply add it to the defaults. Fix checked in r22594.

Verified. It is not possible to unload a palette once it's loaded in the running program, once it's loaded it is "linked" into the application.

The defaults, however, should be updated when the user adds/deletes the palette.
