It is fixed for the Parser and there are test cases.

i think it would be good to have a warning if an @itemize or @table, etc., lacks any @item but has nonempty text -- much more likely that it's a typo than intended. and just a warning won't affect anyone.

as for a completely empty environment like
@quotation
@end quotation
i am not sure either, but i'm inclined to say no warning.
unlike the previous case, i can't quite picture it happening by accident.

I think that it is not incorrect texinfo. All the formats with @item accept text before the first item. It is unclear whether it is correct, and the result of the formatting is unspecified, but it shouldn't be an error in my opinion.

Now the question is whether an empty format (a really empty format like

@quotation
@end quotation

or a format like @itemize or @table without @item as reported in this bug) should lead to a warning. I don't think so, but I am not sure.
