It may not look like it at first glance, but it's the same problem you're seeing.

Consider the following five-line Makefile:

$ cat test.makefile
%.o : %.cc #
: rule 1

%.o : %.cc
: rule 2
$

The second rule should override the first, but it doesn't:

$ make -f test.makefile parse.o
: rule 1
$

If the second rule is written as:

%.o : %.cc #
: rule 2

(i.e., with a space and a hash) it works as expected. Similarly if the first rule is written without a comment.

This worked fine with 3.80. This particular make is the Debian-packaged version, running on ia64:

$ make --version
GNU Make 3.81beta4
Copyright (C) 2003 Free Software Foundation, Inc.
