As per the discussion linked below (specifically, http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=342554#34 ), this bug isn't current anymore, at least under Debian, which was the distribution being discussed. Further, since type1 fonts are the standard now, I'm closing this.

Please place generated fonts in /var/cache/fonts/... [1] on distributions that follows the file hierarchy standard (debian, redhat, etc). Currently it seems like fonts are placed in the users home directory (from tex_files.cpp line 154)

A way to accomplish this is through autoconf.
