In mathmatics a greek letter is a variable, and when exported to HTML it should be placed in italics, (or placed in a var element as in patch #4612). Thus the TeXmacs file:

<TeXmacs|1.0.5.12>

<style|generic>

<\body>
<with|mode|math|\<varepsilon\>>
</body>

exports to HTML as:

[...]
<body>
<p>
&epsilon;
</p>
</body>

[...]
while it should export as
<body>
<p>
<var>&epsilon;</var>
</p>
</body>
