What versions of stat and date are you using?
With those from coreutils-5.93, it does work:

$ stat --format %x /
2005-12-09 23:42:30.000000000 +0100
$ date -d "$(stat --format %x /)"
Fri Dec 9 23:42:30 CET 2005
