Labels refer to their containing environment, which achieves the same effect if configured properly. As to the spanning of several environments (sections aren't yet environments), this breaks the structure of the document.

The matter of exporting to HTML as suggested belongs in another tracker item.

In HTML one marks entire segments of text with a label. This has better semantics than only marking a single point of text with a label. This way you can refer to a sentence, or a paragraph, or even an entire section. I strongly recommend allowing labels to contain segment of text.

When exporting to HTML, you can turn labels into DIV or SPAN elements with the ID set to the label name. When exporting to latex or other systems that doesn't support this extended label semantics, you can just mark the point at the beginning of the section with the label. Thus making labels into a container can be seen as an extension of the existing labelling mechanism.
