The issue I had was indeed due to burning the actual test CD rather than a bug in libcdio!
Burning with Nero on WinXP gave me the erroneous:
02015401 1 150 342

Burning with K3B on Linux turned into:
03015601 1 296 344

Eventually burning it with cdrdao gave me the correct:
03015501 1 296 344

It's not clear whether this is a libcdio problem or a bug in the way the CD was burned which is outside the scope here.

When I downloaded the image given and tried cd-info on the unzipped cue file, on both XP and GNU/Linux I got the results that freedb says I should get. Then I tried burning this on XP with Nero and ran cd-info (version 0.75) on that - I got the same correct results. Then I moved the CD to a GNU/Linux box and got the same correct results with libcdio 0.76cvs.

So right now the available information suggests a burning problem, rather than say a problem with libcdio's WIN32 ioctl, GNU/Linux ioctl, or BIN/CUE drivers.

Should you want to pursue this or report a further bug, the things that are very helpful to have are:

1. What driver is used.
2. What version of libcdio you are using.

Both of these are given in cd-info output. Hmmm... maybe this is a general a general bug-report principle: give the exact input you entered followed by the exact output you got. Of course it's also fine and good to describe what you think you should have gotten too ;-) But perhaps with the exact input and output there will be the level of detail that is needed to track the problem down.

I just downloaded and burned the "freedb Test CD" image at:
http://www.freedb.org/software/freedb_testcd.zip

and noticed that libcdio returns:
02015401 1 150 342

While, according to freedb website's that cd is supposed to be identified as:
03015501 1 296 344
