Fixed in source. I added an extra argument to test-for-io-on-channel to override the blocking flag.

TCP-SERVER-CONNECTION-ACCEPT calls TEST-FOR-IO-ON-CHANNEL with the
server socket, which then calls TEST-FOR-IO-ON-DESCRIPTOR with the
socket's file descriptor and the result of CHANNEL-BLOCKING? on the
socket. However, if CHANNEL-BLOCKING? returns true, this will block,
even if the BLOCK? argument to TCP-SERVER-CONNECTION-ACCEPT was false.

This may not be the right solution, but it worked for me in small tests
to redefine TCP-SERVER-CONNECTION-ACCEPT with a call to
TEST-FOR-IO-ON-DESCRIPTOR --

(channel-descriptor-for-select server-socket)
block?
'READ)
