This is not a WinBoard bug; it's a problem with your Windows installation. See the following Microsoft knowledge base article for a description of how to fix your system.

When executing winboard-4_2_6(or 7).exe on my Windows XP system I get the following:

16 bit Windows Subsystem

C:\WINDOWS\SYSTEM32\AUTOEXEC.NT. The system file is not suitable for running MS-DOS and Microsoft applications. Choose 'Close' to terminate the application.

Close Ignore

There was no AUTOEXEC.NT in the system32 dir.

AUTOEXEC.NT_ is. which appears to be an executable and not a batch type file.
