The current behavior is correct.
ie it is both the documented behavior, and the MacOS-X compatible behavior.

In GSFileHandle -initForWritingAtPath: on line:

int d = open([path fileSystemRepresentation], O_WRONLY|O_BINARY);

a O_CREAT is missing (without it, it fail on my Mandrake Linux release 9.1 (Bamboo) for i586 if the file doesn't already exist.
