This has been located as the reason TextEdit does not have rulers in GNUstep. I think the default should be changed.

OpenStep also exhibits the same behaviour as OSX. hasHorizontalRuler returns YES by default.

on osx 10.3 an NSScrollview by default has a horizontal ruler, that is set to hidden. On GNUstep by contrast, the NSScrollview by default has no horizontal ruler. Is compatability here desirable?
