I just read through RFC 2445, section 4.2.19 deals with the TZID for events.

As all events in the phpgroupware calendar are stored as UTC this is not needed.

Section 4.3.5 deals with UTC time. Using current stable CVS I checked and all events comply with the following requirement

The date with UTC time, or absolute time, is identified by a LATIN CAPITAL LETTER Z suffix character (US-ASCII decimal 90), the UTC designator, appended to the time value. For example, the following represents January 19, 1998, at 0700 UTC:

I add the VTIMEZONE section to the export.
But I dont know enought about the calendar timezone stuff.
Could someone please check the changes I made.

When exporting a calendar via calendar/ical.php, the resulting 'file' (or rather stream) does not contain any timezone information at all. The resulting iCalendar-format file should contain a VTIMEZONE section as well as TZID's with the start times of a VEVENT. This helps other programs (like Apple's iCal which I use) to properly display the entries.
