It is normal. Please, see tar documentation for detailed information about differences between traditional and POSIX command line options.

Creating a tar-gz archive using:

tar cvfpz file.tgz <dir>

Results in the expected result of archiving <dir> into file.tgz.

Creating a tar-gz archive using:

tar -cvfpz file.tgz <dir>

Results in creating an archive called 'pz' in the current dir and an error about file.tgz not existing so it cannot add it to the archive.
