--reply=no overrides any preceding -i option.
That is counterintuitive, so the --reply=... option is now deprecated and will eventually be removed altogether.

Please take a look at the discussion at: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=160849 for why this is happening.

The consensus is that the code needs to be modified to match what people think it should do.

At the very minimum the documentation badly needs fixing.

I've got a problem with 'mv' from coreutils version 5.2.1:

The sync Option works with 'yes' and 'query', but not with 'no:

touch file1 file2 ; /bin/mv --reply=no -v file1 file2
`file1' -> `file2'

According to the manpage mv should not overwrite 'file2' but it does.
