This is a duplicate of bug # 1516; as Boris points out this is fixed in CVS and will be in the next release of GNU make.

$ make
touch x-vanilla.c

Create a Makefile containing only
include rules.make
and place the attached "rules.make" in the same directory. Run make. I get the error
rules.make:15: *** missing `endif'. Stop.
This appears incorrect, based on inspection. If I remove the "ifndef"/"endif" at the top and bottom of "rules.make", the problem goes away.

My version of make is
