Both moves are valid. I assume gnubg has lost the game so making either move makes no difference. It's just an oddity of computer play.
If you give the match and position ids someone could take another look.

Seems to be a similar case:
GNU BG has 3 checkers, placed on 1, 1, 4
Dices were 3, 4 - GNUBG plays now only 4 off - 2 checkers remain...

Dices were 4, 1 - GNUBG plays now 1,4 instead of 4,1 so there stays still a checker at 24 - game NOT finished!
