The behavior is not necessarily incorrect, if the files were
copied from one location to the other, and if the source files
had holes.

Perhaps you can use "strace" to see what information is coming back from the file system. If the strace data is correct then there is a bug in coreutils, but I suspect the strace data will show you that du is simply reporting what it found.

data on a Fidora Core 3 local file system:

[arch@office]~/test% du -sb

This is incorrect behavior of du executing on a Fidora Core 3
system with data on an Unixware 7.1.3 NFS mounted file system:

[arch@office]~/lradev/tmp/test% ls -l
total 2
-rwxr-xr-x 1 arch users 616312 Mar 21 15:48 sh
[arch@office]~/lradev/tmp/test% du -s
2 .
[arch@office]~/lradev/tmp/test% du -sk
2 .
[arch@office]~/lradev/tmp/test% du -sb
616408 .
[arch@office]~/lradev/tmp/test% du -s -B 1
1536 .
[arch@office]~/lradev/tmp/test% du -s -B 1K
2 .
[arch@office]~/lradev/tmp/test%

In both cases the sh command was copied from /bin to use as a
test file. The ~/lradev directory is the mount point.
