This is implemented; it's in the big operator panel and even has shortcuts :S-F5 S-I S-I

If you want just to be able to insert two integrals with \int TAB, then you can add something like this to your ~/.TeXmacs/progs/my-init-texmacs.scm:
(kbd-map
(:mode in-math?)
("your shortcut" (insert "<int><int>")))

This will however break inside "big" tags, but then you can check for that condition as well and insert different markup.

On the other, if what you want is a new glyph, then it's a question of the font you are using. Do you know of any where the glyph for a double or triple integral is defined? Then you can use that font. Aleksandr Dobkin developed a plugin to load fonts.

Please, implement a sign for a double and maybe a tripple integral. I heavily use it. I think it would be nice as a "tab" variant for the default integral.
