(-draggingEntered:):
(-draggingUpdated:): Prevents the user to customize the toolbar when
-allowsUserCustomization returns NO (bug #11393).

Steps to reproduce:

1) Open any app which uses a toolbar and sets this attribute to NO.
2) Remove an item by control dragging out of the toolbar.

According to the spec:

- (BOOL)allowsUserCustomization

Answers whether or not users are allowed to modify the toolbar. The default value is NO. If the value is NO, then the Customize Toolbar& menu item is disabled and other modification is disabled. <snip>

Expected: Should not be able to remove item
Actual: Item is removed
