Note that I (khali) did submit the bug report. Savannah failed to record it. Bug?

o option when extracting is advertised as being similar to --no-same-owner. However, it is implemented the other way around, i.e. it behaves like --same-owner, thus breaking UNIX98 compatibility.

The problem is present in both GNU tar 1.14 and 1.14.90.

Proposed fix attached (trivial).
