You can download a release of findutils in which this problem is
fixed from ftp://alpha.gnu.org/gnu/findutils.

The releases on alpha.gnu.org are for testing purposes, so please
take the time to download the release and verify that your
problem has been solved. Once the release has been sufficiently
tested, it can be uploaded to ftp.gnu.org for everybody to use it.

Thanks for pointing out the FNM_PERIOD bug. This flag has been removed from the code, so the behaviour of -name should conform now.

The {}+ thing is now tracked via the new bug report at
https://savannah.gnu.org/bugs/index.php?func=detailitem&item_id=10771

That leaves this bug report covering FNM_PERIOD, which I have fixed. The texinfo manual, manpages and code have been updated accordingly.

The find.1 man page says, under "STANDARDS CONFORMANCE":

"-name
This option is supported, but POSIX conformance depends
on the POSIX conformance of the system's fnmatch(3)
library function."

This is misleading, because even if fnmatch() conforms, find -name does not conform. In order to conform, the FNM_PERIOD flag would have to be removed from the fnmatch() call in find/pred.c. (See http://standards.ieee.org/reading/ieee/interp/1003-2-92_int/pasc-1003.2-126.html).

Of course, if this change to pred.c could be made - thus making the conformance claim in the man page correct - that would be great.

Also, -exec is listed as supported in the man page, but it does not fully support the POSIX requirements. It should be listed as partially supported, with a note about the "-exec command {} +" variant not being supported.

Again, if this feature could be implemented instead (by reusing some code from xargs?) that would be great.
