Fixed in 1.3.5-cvs. To answer your questions:

Esc Esc 182 will enter the UTF-8 sequence corresponding to the Unicode value 182 when in a UTF-8 locale, and will enter the byte corresponding to the value 182 when in a different locale.

Invalid bytes will be displayed as if they were Unicode characters with the same value, to retain some backward compatibility display-wise.

The Esc Esc [4-digit hex code] idea is good, but it'll break Pico compatibility, since Esc Esc A-F are supposed to act like Ctrl-A-F. However, Pico doesn't have verbatim input mode, so I've made nano use that. You can now press Meta-V and enter the 4-digit hex code, and the UTF-8 sequence with the corresponding Unicode value will be inserted. (Note that verbatim input mode can also be used at the statusbar prompt in 1.3.5-cvs.)

Now this is unclear. ASCII only ranges from 000 to 127, so it’s wrong anyway. So what happens when I enter 182?

Will the byte 182 be entered into the buffer, regardless of which character it might be in the current encoding?

What about a UTF-8 terminal? When you enter the byte, you might end up with an invalid file. How will that be presented on screen? Or will the Unicode value 182 be inserted (IOW: Latin-1)?

I propose dropping this ASCII and three digits stuff altogether and going for Unicode: Press Esc twice and enter the four digits Unicode hex code.
