we should document the sections and options (including their possible and default values) which are available in serc files (i. e. liberty.se)

For the best place I'm not sure.
1. the liberty.se as generated by install.sh
2. somehow in the code
3. a wiki/web page

A related question came up while I was reading the code for "jobs": We have class COMPILE, which uses the number of jobs by
max_process_count := system_tools.config.jobs
if max_process_count = 0 then
max_process_count := 1
end

Which means: it is read from parsed representation of the configuration and handled the default where it is used. Wouldn't it be better to improve the SERC class to provide a valid initialization with the default values?
