I've also seen the "All Rights Reserved" text in free software.  Upon questioning the authors (not these authors) they say that it refers to copyright.  Even under copyleft, all of the rights and privileges of copyright on the work are reserved by the copyright holders.

http://en.wikipedia.org/wiki/All_rights_reserved

Although it's confusing at first glance, the phrase is another a way of saying "hey, my copyrights matter", which is certainly the case for free software.

2011-03-15 in GNU Savannah task #11002: "Submission of Lustre".

Hello everybody.

The following is an addition to Alex remarks, not a substitution.

I noticed the misleading "All rights reserved" notice together with
"Use is subject to license terms" in some files.  They're not
necessary and may be misleading; the GNU GPL header is enough.  Could
you please remove them?.

Also a wording issue; would you mind to change your wording from
"Linux kernel" to something more clear?.  From
http://www.gnu.org/gnu/gnu-linux-faq.html#afterkernel:

[...] The expression "the Linux kernel" can easily be misunderstood
as meaning "the kernel of Linux" and implying that Linux must be
more than a kernel [It isn't].  You can avoid the possibility of
this misunderstanding by saying or writing "the kernel, Linux" or
  "Linux, the kernel."

I noticed some files are under the GNU GPL 2 only; this is
problematic, for more information please see
http://www.gnu.org/licenses/gpl-faq.html#VersionThreeOrLater.  If
you're entitled to add the "or any later" clause please do.  We can
explain the issue in more detail if you wish.  If you have concerns
about "GNU GPL v3 or later", we'd be happy to address them too.

Altough not on the hosting requirements explicitly it seems like this
clause is mandatory; Sylvain (Former Savannah hacker) raised this
issue several times.  I'm going to write savannah-hackers-public for a
clarification.

Regards and thanks for your interest in free software.

Hi Evan,

I am reviewing your submission on behalf of Savannah.

There are a few issues with your submission:

  • The README file should state clearly the license of the package.
  • I have noticed that most scripts (e.g. lustre/utils/automatic-reconnect-sample, lustre/utils/llanalyze) do not contain the required license header. All files in the package need to contain the GNU license header; an exception can be made for files under 10 lines, or which are clearly non-copyrighteable in nature. Please see the GPL howto for more information.

Also, I need more information than usual to make a correct evaluation; the ChangeLog is too terse. What is the legal status of the package as a whole? Who are the copyright holders? I gather the copyrights of the project lie with Oracle; do they approve of the hosting here, or is this a fork? Sorry to go beyond the usual review, but this situation could also be a bit unusual.

Can you provide an updated tarball so we can continue with the review process? Thanks!
