I've attached a tarball with the requested changes. Note: this will probably need some additional testing that I haven't done yet.

I also believe I've deleted some dead twigs and other irrelavent files. So if you do a comparision with the last one, expect some things to be missing. I don't think I've added new files.

Hi. Sorry I haven't replied before now. I'm overseas and having trouble maintaining connectivity long enough to create a new tarball (but I've made all the changes).

I'll keep trying. Hopefully bandwidth demand will diminish on 4 July.

I plan on sticking with Savannah for now.

If within one week I still do not get a reply, I will remove your project. You will still be able to register it again once you have the time to deal with the registration issues.

Are you still willing to host your project at Savannah? If not, please tell us - we don't bite, and it will make us gain time.

I'm evaluating the project you submitted for approval in Savannah.

In order to release your project properly and unambiguously under the GNU GPL, please place copyright notices and permission-to-copy statements at the beginning of every copyrightable file, usually any file more than 10 lines long.

If some of your files cannot carry such notices (e.g. binary files), then you can add a README file in the same directory containing the copyright and license notices. Check http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for further information.

The GPL FAQ explains why these procedures must be followed.  To learn why a copy of the GPL must be included with every copy of the code, for example, see http://www.gnu.org/licenses/gpl-faq.html#WhyMustIInclude.

Concerning your question, you don't have to include the BSD or TCL licenses because they are GNU GPL compatible and because your project will be released under the GNU GPL. You only have to keep a copy of the GNU GPL in a file named "COPYING".

This software provides for administration and tracking of parolees released in the SVORI program. Implemented entirely in TCL as a starkit (see www.equi4.com), using database synchronization between server and disconnected laptops. Database is metakit (also see www.equi4.com). UI is via a light-weight HTTP server (TCLHTTPD).

The Makefile (not in above source tar file) creates both GNU/Linux and MS-Windows executables.

This will be licensed under GPL V2. The BSD license file is included because a lot of TCL software is licensed under it, and the wording was not clear if I had to include the license file in my distribution or not. But all the files in the above tar file will be GPL'ed.

Other Software Required:

  Standard TCL distribution (www.tcl.tk). Note that only TCL is used; no part of TK is used.

Metakit (www.equi4.com) is used for the embedded database.

Tclkit and Starkit (www.equi4.com) is used for packaging for use on either a GNU/Linux or MS-Windows system (it can also be easily expanded to include MAC-OSX and BSD).

Additionally, DateCalc (a .c program from Steffen Beyer; http://www.engelschall.com/u/sb/download/ and licensed under GPL 2) was re-written in TCL.

  The SVORI (Serious and Violent Offender Reentry Initiative) program was created when the current administration gave each state $1+ million to create programs to administer and monitor these offenders when they are release from prison (whether on parole or when they "maxed out" on their sentence. The Learning Networks Foundation was awarded the grant to develop this software for the Virgin Islands (not really a state, but "close enough"). When I wrote this, I had them change the contract with the Virgin Islands to allow for "open source" software to be developed and used. I can provide the relevant wording used on the contract if necessary.
