That's not a problem. For really small files, its usually ok not to have the header itself, or if the header will cause a problem.

I have added a copyright notice to the files you listed as having a missing notice, and appropriately updated bsd/sccs.c.

Of the items you raise, the only remaining work is to fix the copyright notices of the files in tests/...

Even then there will be a small number of files missing a copyright notice, for example tests/get/s.incl_excl_1.input.

I reviewed the source code to your project, and found a few minor issues listed below:

The address of the FSF has changed, and is now:

Your COPYING and source files uses the old FSF address, please update your files.

The following files are lacking copyright notices of any kind, please add the proper GPL disclaimers to these files as soon as possible:

remove.c
rename.c
Makefile.am
sccsdiff.sh.in
strerror.c
sysnerr.h
version.h
everything in tests/

One file is in violation of the GPL:
bsd/sccs.c (you updated the copying file to remove the adversing clause, but the source file itself still has the old notice, this needs to be corrected)

Description:

CSSC  is a clone for SCCS, is licensed under the GPL (one source file is BSD-licensed) and is written in C++.  It runs on most Unix-like systems, and is primarily developed on GNU/Linux.  The main aim of CSSC is to make GNU/Linux a feasible migration target for organisations that still use SCCS archives to maintain their source code.  CSSC is 100% compatible at the file format and command-line level with the traditional Unix SCCS suite, so naturally works with Emacs' VC mode.

GNU CSSC has been a GNU project since 1997, but has been hosted at Sourceforge.  The other project I maintain (GNU findutils) is hosted at Savannah, and I would prefer to move CSSC to Savannah also.   I have already completed the assignment paperwork for CSSC.  See line 8874ff of /gd/gnuorg/copyright.list.
