The license of the package can always be modified by Savannah admins.

However, your latest file still contains no real source: Savannah team has little to review.

What about re-submitting it when you have something to actually host on Savannah?

Your tarball contains no actual source code.

Then, your submission claims GPLv2+, but your LICENSE file is in fact the Expat license.
