Regarding mailing lists without hosting: I think this would not be in Savannah's purview.  To get a mailing list on lists.gnu.org with no associated project on savannah, -email is unavailable- are the ones who would have to approve.

I needed an assessment and explanation of what happens in situations where adding a licence notice is not feasible. That is all. Fully appreciate there is a hosting policies.

Speaking of those, is it possible for some project or someone to have a mailing list here without hosting code here?

I'm uploading the latest code with the the licences notices added to the list of files below, except those who don't support meta-inforation, in which case I've listed them in the Readme as requested.

Hello,

It is not about "what I say", but about the hosting requirements and savannah policy.
All files must have a clear copyright statement and license information.

One reason is to help future users of your project who might want to use your useful code in their projects - if they happen to use file of the files which didn't have this information, it would make it hard to track copyright and licensing information.

For the few rare cases of files which can not take comments, please explicitly mention them in a README file and state their copyright and license information.

The reason why some files are missing copyright information is because they are either quick experiments which will be removed, templates which can't take comments or other meta-data, etc.

I think there is a enough GNU copyright and license information peppered across the repository to make sure users get the point. What do you say?

Please also update the README file to clearly state the license as "AGPLv3 or later".

For small auxiliary files, you might prefer the GNU All Permissive license:

All files hosted on GNU Savannah must have a clear copyright and licensing information, as explained here:

Please add copyright statement and license information to all files.
Copyright statement should be written like:
   Copyright (C) YEARS NAME (email)
or
   Copyright YEARS NAME
and appear at the beginning of the file.

Please note that it is recommended to use AGPL version 3 or later.

Description:

Yamado is a note & journal system with extensions for functioning as a homepage & blog.

Primarily into be installed on a server, requiring only standard utilities like bash, sed and awk. There are plans for off-line support too.

The file system is used to store all data. All articles are submitted as a file and stored as a file. The file format is YAML + Markdown.
Features

    Repository of articles and control interface (yamado add, etc)
    No database needed. Basic storage is based on regular files.
    Conversion to an HTML website. (Requires markdown)
