Since there hasn't been any response I am closing this ticket.

The configuration of ssh listening on 443 is intentional to allow access for remote sites when port 22 is blocked by the remote ISP.

Yes.  This is an intentional configuration.  Is this a problem for you?

The full rationale for that configuration is lost in time however the comment with it is:

  SSH on port 443 to "overcome criminally braindead ISPs or servers"

I myself have run across several braindead ISPs that block port 22.  Allowing ssh on port 443 is a common workaround.

I do not know how many people need this for access to the vcs system.  I wouldn't want to change it unless there is a good reason for doing so.
