Just created a new security/access_rights.xml file for the health module.

This file will have the common access rights for basic access right groups / profiles.

At this point, I created the administrator access group and assigned it to the "admin" user.

From now on, since this access group is created, newly generated users won't be able to access the Health menu unless access rights are assigned.

We should have standard access control groups that serve as templates in the implementations.

This groups will define the navigation of the users, and which actions can they do on specific objects.

Some examples :

- Administration personnel
- Nursing
- Doctors
- Laboratory
- Social workers
- Accounting
- Front desk
- Pharmacist
