Again, sorry for the delay. Everything is almost OK; you should just add the GPLv3 headers to text-only files such as the README, and list copyright information for files in data/ also in the README.

Hello.

- From what I was able to find about atpic.com: they do reserve all the
"rights" for the site itself and the authors retain the copyright of
their images, which is fine, but there isn't (At least I didn't was
able to find) a policy regarding the types of licenses allowed.
Actually the individual page for each image also states "Copyright
<NICK>", but no copying permissions.

The user agreement makes the user asserts he will only upload his/she
"own work". 

- From the above I conclude atpic.com don't cares about freedom nor real
sharing because it encourages proprietary licensing and discourages
usage of works whose Copyright is held by third parties.

Tapioca would encourage the use of this site and promote the
associated anti-values.  However, I understand Tapioca could be
adapted to other sites or made more generic.

Savannah hackers: What do you think is the correct handling for this
issue.
